I have a slight natural tan and I wanted to know if using peroxide on my forearms would be okay. Are there any risks?

You can do that but hydrogen peroxide will dry out your skin & it's effect will be minimal.

The best thing to do is to wear sunscreen. To promote exfoliation, you can use a body scrub or a lotion w/ AHA. You can also dilute some milk w/ water & apply it w/ a face cloth - i.e. a compress - for about 5 minutes. Rinse thoroughly afterwards. Milk has lactic acid which helps loosten old skin cells.
