Either is fine, but be careful of the quick. Have styptic on hand just in case.
You might want to invest in this. It's a nail clipper that has a sensor so you don't cut the quick. I know I am!

Cutting a Chihuahua's toenails can be tricky but not if you are careful and have a good first aid kit and quality toenail snips. There are 2 clippers you can use- the guillotine type have a hole to stick the claw through and you clamp the handles together and a blade moves up to cut the nail ( only comes in one size) or scissor type that work like a pair of scissors and snip the nail from both sides ( comes in small, medium, large size for different breed sizes. Both are great and easy to use and really depends on your own preference. Human fingernail clippers are not shaped right so avoid using them or risk injuring your pup.
Next get a small box, small squares of gauze, antibiotic ointment, and a product called stypic powder (like Quik-Stop) that will stop bleeding if you accidently snip too close into the tender inside the nail. You can get stypic powder at pet stores and vet offices and it last a long time since you only use a little pinch to stop the bleeding.
Don't hesitate to ask your vet to show you how to properly trim the pup's nails. A good vet is always willing to help you learn how to properly care for your pet.

Because it is a very short dog you should wait a month or so then see what i groomer would say and have the groomers do it. But i prefer waiting till' the chihuahuas nails are dull and long then clip a little of because if you clip too short then the nail will bleed.Watch out, and do it!

The standard process for pups is to use a fingernail clipper to carefully snip off only the sharp tip. The recommendation is to continue to do this as a matter of course to get the pup used to getting his claws trimmed. Of course, as he gets larger, you will have to shift from a nail clipper to a small dog claw clipper.

if u want to do it the easy way, u can clip them, (just dont clip the red part!!!) But another easy, gradual way is to walk them on cement or the black top. u still have to clip the dewclaws, though. It only takes like 3 or 4 short walks to naturally file them down

take your chihuahua to the groomer and let them clip them it costs about 6.00 where i live and I have 2 and I dont like to do it so it is a convience to me . good luck .

clip them I start to clip mine at 3-4 weeks old

Wait til she goes for shots at the vet--let him/her trim the nails.
If you try to do it and hit the quick, you will NEVER be able to trim her nails.
