Which do you think is the most /least important?Are they all necessraly?

Currently, one of the most popular operational philosophies is the "Community Policing" concept. (The operations somewhat differs from the philosophy, but I won't get into that right now.) Operations generally involve the Stop Park and Walk concept where officers are supposed to get out of their cars and walk amongst the public. There is also the concept of "elderly checks" where officers stop at homes occupied by the elderly and speak and check on their welfare. (I think that this is of lesser importance.) There is also the involvement of the Neigborhood Watch Program. And there is also the Citizens Academy, where civilians can go through a training session that explains the basics of the law enforcement agency.
Given all of the above in where the police attempt to be Pro-Active, they still are Reactive. But they are necessary due to the fact that they are a government agency and must "look good" in order to get a larger budget. If the public is dissatisfied, then the agency does not get the funds that it needs or wants.
