The state's 24 hour waiting period for long gun sales does not apply to non-Illinois residents purchasing long guns at gun shows.

State law restricts juveniles under 18 from possessing handguns without parental permission or authorized supervision. Juveniles may possess other firearms if they have a state issued license (FOID card).



JUVENILE SALE

State law limits selling or giving handguns to juveniles under 18. Selling or transferring other firearms to juveniles is legal if the juvenile has a state license (FOID) card. There are exemptions for loans of weapons during lawful, supervised activities such as hunting.

RECORD KEEPING
May police maintain gun sale records? Partial

State law forbids police from keeping any permanent record of gun sales - all gun sale records must be destroyed within three months. Police are prohibited from maintaining gun sale records that could be used for gun tracing and criminal investigations.

But, state law does require law enforcement to keep a record of every resident of the state who is issued a Firearm Owner Identification Card and is thereby authorized to purchase guns in the state. Records are not kept by law enforcement on every gun sale, but a buyer must have a valid FOID card to purchase a gun. The state does not routinely check whether FOID card holders have committed crimes which would disqualify them from purchasing guns.



REGISTRATION
Are all guns registered with law enforcement? Partial

Illinois: While there is no state requirement that gun owners register specific firearms, it is generally illegal to possess a firearm without a license. But police do not know how many guns are in the state or where they are. The lack of specific registration data makes it more difficult for police to trace guns used in crime, identify illegal gun traffickers or hold gun owners accountable for their weapons. There is no state system to identify and disarm felons who bought guns legally in the past but later committed a crime or otherwise became ineligible to possess their firearms.



SAFETY STANDARDS
Are there consumer safety standards on guns? Partial

State law requires handguns to meet a melting point test intended to prevent the sale of some unsafe "junk" handguns. But there is no state requirement that handguns meet other safety tests such as a drop-safety test or a firing performance test. No state requirement that guns be sold with state-certified locking devices or have an internal "personalized" lock to prevent unauthorized use. No state requirement that handguns be equipped with either a load indicators or a magazine safety disconnect to prevent unintentional shootings. The state Attorney General is authorized to independently establish gun safety standards, but has failed to do so.



SAFETY TRAINING
Is safety training required for handgun buyers? No

No state requirement that handgun buyers receive any safety training at all. No requirement that handgun buyers demonstrate any familiarity with gun laws or knowledge about safe handling/safe storage of handguns.



SATURDAY NIGHT SPECIALS
Are there limitations on 'junk' handguns? Yes

State law restricts the sale of Saturday night specials or "junk" handguns if their materials �melt� below a certain temperature. The �melting point� requirement is designed to restrict the sale of handguns made of inferior materials that can not safely handle the temperature/pressure created by firing a gun. There is concern whether the "melting point" test is an effective tool to limit poor-quality handguns. There are no other restrictions on the sale of small, snub-nosed handguns (commonly called Saturday night specials).



SCHOOL ZONES
Is it illegal for CCW permit holders to carry guns into schools? Yes

State law restricts carrying firearms on school grounds, except for law enforcement personnel.


SECONDARY SALES
Are background checks required on 'private' gun sales? Yes

State law requires anyone buying or obtaining ownership of a firearm to first obtain a FOID (Firearms Owner Identity)Card which involves a basic background check and is valid for 5 years. It is generally illegal to sell or transfer any firearm to anyone who does not have a current FOID card.



WAITING PERIOD
Is there a waiting period on gun sales? Yes

State law requires a 72-hour waiting period for all handgun sales and a 24-hour waiting period on all long gun sales. The waiting period is used by law enforcement to run a criminal background check to make sure the handgun buyer is not prohibited from acquiring firearms. In addition, state law requires gun buyers to obtain a Firearm Owner's Identification Card (FOID), before purchasing a firearm. Law enforcement may take up to 30 days to complete a background check on FOID Card applicants.

It's not true that anyone can own a gun in the US. All states have different laws regarding gun ownership and the ability to carry the weapon. Even within the state, cities can pass their own gun laws. In my city, the law is that you can not own a handgun unless you are a police officer. Additionally, felons and those arrested for domestic violence are not allowed handguns either. The problem, is though, that the people who are doing crimes with guns, I'm sure, are not getting them legally, registering them, going through the waiting period and everything else they are supposed to be doing. If I didn't buy it legally and the gun is not registered and the government says I have to turn it in, how do they know I even have it? There is no way, my opinion, that any government could get each and every gun from its citizens. Unfortunately, when your dealing with someone obviously as unstable as the Virginia Tech shooter, I believe that if he didn't have a handgun, he would have found another way to do what he did. Bombs, gas, fire, etc. His intent was to commit suicide and take a lot of people with him.

Yes he was lying. I am from Illinois and retired Police. Illinois is one of the more strict states for firearms owners.

The only people that will be allowed currently to carry a firearm in Illinois is active Police/military/Security/ Law Enforcement or retired offciers from those same areas.

You get caught carrying a firearm here and it is way more than 5 bucks. Plus you'd also have to have a Firearms Owner ID card if you own any firearms, but that does not allow you to carry one. The FOID card cost 15 bucks and is good for 5 years. It is needed to buy a firearm in Illinois.

Gotta remember, we have King Richard Daley of Chicago and Gove. Blago. Both are anti-gun and Chicago is always trying to control the whole state. They get by with it plenty.

Actually, its way more than $5. Illinois is strict on guns. I live in mid Illinois and own several guns. Concealed carry is illgal in Illinois, no permit is possible to get here. Not only can you get a fine, you can get jail time.
