The important thing with pasta is to boil it in plenty of water. However making 1/2 the bag in 5 quarts is not going to change your recipe as the water is only for cooking the pasta.

The main reason for so much water is to keep the pasta from sticking together. Just divide the water by the same amount as the amount of the pasta you'll be using, In other words, 1/2 a package, use 2.5 quarts of water, 1/4 package, about a quart of water, etc.
Don't overcook the pasta. Once it's cooked, be sure to drain it and put a little sauce or olive oil on it immediately to keep it from getting sticky or gummy.

It should tell you on the bag how many servings the bag makes. Avg servings are usually 3/4-1 cup. I personally eat 2.5-3 cups.
Not using plenty of water will leave your pasta tasting starchy

I would use 2 ounces of the tortellini and boil it in about 1 1/4 quarts of water.

You can use as much as you want since it is being drained. The reason they tell you a specific amount is because pasta needs to be fully covered by the water to cook. As long as you have enough for that you are fine.

It doesn't matter how much water you use. As long as it covers the pasta and there is room for the pasta to cook and "grow".

when i make pasta I disregard the instructions
when i make it for just my self i put a cpl handfuls in a pan (remember most pasta swells ) i use a sauce pan and then i'll add water enough to cover it and then cook it

If the directions say to boil the Tortellini in the water, then just make sure there's enough water that they are all immersed when cooking.
