The are only called hushpuppies, but you could call them catfish balls, crab balls, etc. depending on what they are filled with. If you don't put any meat in them you could call them quick breads.
Here is the story on how they got their name:
The name Hush Puppies came from slave days. When the maid would be taking fresh biscuits or cornbread from the kitchen, which was always built away from the main house, the dogs would be running and jumping and trying to get a taste. You would say, "Hush up little puppy, Hush puppy."

I agree with the one who said "hushpuppies are hushpuppies" but am amazed to see people thinking they are potato anything. A friend of mine used to call them "deep-fat-fried cornbread balls" Pretty fairly discriptive way to put it. And, if made right, they are scrump-deli-itious.

Okra (also known as gumbo), is a tall-growing, warm-season, annual vegetable from the same family as hollyhock, rose of Sharon and hibiscus. The immature pods are used for soups, canning and stews or as a fried or boiled vegetable. The hibiscus like flowers and upright plant (3 to 6 feet or more in height) have ornamental value for backyard gardens.

There isn't one. They are a simply hush-puppies. And deep-fried goodness.
Okay now I'm drooling.
I guess techinically they would be fried dumplings.
Fried okra is COMPLETELY different. Okra is a vegetable (a nasty slimey one if you ask me) that is breaded and fried. Hush puppies are just fried dough, typically cornmeal.

To answer your second question, okra is a green vegetable. It looks similar to a jalapeno when it's ripe, but it's not spicy. It has a mild flavor. Fried okra is... okra that has been fried.
