i use to work out in arm area,and there were hard,now i stop exercising for like 2 years.my arms feels flabby and gross,i lost the muscles,how do i lose the flabbyness and fat in my arms?

Muscles don't turn into fat. Muscle cells and fat cells are what they are...and they won't change identity.
What happened is that your muscle tissue decreased in size and your fat cells took in more fat.

fat cells are adipocytes and muscle cells are myocytes, they are completely different cell structures and do not convert from one to the other.

you have probably lost very little if any measurable amount of muscle mass. muscle is usually only lost only when the body is in an extended period of starvation and there is strenuous physical exercise almost daily.

all you need is to start working out again like you did previously and muscle memory will have you back where you were in several months with a good diet.
