Well the way I see it is..

A "jigsaw" (just by itself) is a tool.

A "jigsaw puzzle" is a type of "puzzle" but a "puzzle" is not always a "jigsaw puzzle". I don't know if it makes sense.

Considering that a "puzzle" is a question, problem or game designed for testing ingenuity, it refers to many things.

A "jigsaw puzzle" is a "puzzle" that consists of small irregularly cut pieces that are to be fitted together to form a picture.

if u look it up in a dictionary under the word jigsaw, it gives u 3 different meanings:

1- a jigsaw or jigsaw puzzle is a picture on cardboard or wood that has been cut up into odd shapes. You have to make the picture again by putting the pieces together correctly.

2- a complicated problem consisting of many different parts.

3- a machine that cuts wood in curves and shapes with a long thin metal blade.

So it could either be a synonym or a way to describe a puzzle...

It's a descriptive term for one type of puzzle, by the way it is also a tool that is used to cut curves or pieces out of wood. The first jigsaw puzzles were cut using a jigsaw, hence the name "jigsaw puzzle".

In the right context i.e. when you're talking about puzzles as opposed to being in a tool store, it could be synonymous.

A jigsaw is actually a saw which can cut various shapes. The jigsaw puzzle was named after the saw. When I hear people calling a jigsaw puzzle a "jigsaw" I know they have no idea what a real jigsaw is.
