Absolutely. My friend is so attached to her boyfriend that she can barely spend a day without him. If she's not using my computer talking to him (and other friends), she's texting him while we're hanging out. We'll be in the middle of a game and she'll pause to text him.
It's absolutely, most definitely rude.

It all depends. who are you with? who are you texting? is it just a few texts or the whole time your together? if im out with someone and i get a text ill text em back and say im hanging out with so and so ill text you when i get home or something like that and they usually get the point. if its ur bf or something just tell them b4 u leave that your going out and you wont be paying attention to your phone and youll call when u get home

Yes it is VERY rude. I usually turn my ringer off when I am out with a friend unless we are expecting to hear from other friends. Wait and send the messages after you get home or are alone.

If you're just with that person, then no. If you are actually on a date or (as you stated) hanging out with them then yes. When you're with that person they expect your undivided attention (and so should you).
