Visa's belong to the issuing governments, and visa verification is not open to public scrutiny - the security features in place are designed to thwart forgers and document fraud. The best solution is to present the document in question to the issuing office for verification.

Note: The best way to know that a visa is not fake is to have it issued to you by the appropriate government agency, through official channels. Otherwise, if you go through a intermediary, you risk losing your money and being detained for use of fraudulent documents.

You can not. Visa along with passport on which visa stamp is contained are required on government machine to read it and assess whether it is genuine or not.
