why do my partner say he love me but when i call he dont answer the phone half of the time? he i'm his wife that we will be getting married but he acts the way he do!

Maybe he doesn't answer because he's busy? If he doesn't treat you with respect now, however, that won't change after the marriage. Also, does he just 'say' you'll be getting married, or has he proposed, given you a ring and set a date? No date, no marriage, he's just stringing you along to get what he wants. Try being distant and busy and see if he gets closer to you. If that doesn't work, I'd drop him.

maybe because you don't speak English??? Stop calling him and when he realizes that he hasn't heard form you he will call. If you are his wife which I don't know what you were typing you guys should have figured this out before getting married.

well he might have many friends and you might not be giving him enough space. or you might be talking too much and he has other things to do that are as much as an importance as you.
don't call too frequenly let him miss you

I think it's your English well maybe not maybe he has another woman that he is answering to, ask him though.
