I never turn mine. The rack holds the bottles on their sides which keeps the cork moist. Turning only moves any sediment around and that isn't a good thing.
Your idea about turning bottles probably comes from the making of method champagnois sparkling wine. Turning the sparklilng bottles keeps yeast moving and creates the greatest contact with the sugars being fermented. This is called "riddling."

If you have been storing them properly, On their sides and at a slight angle (15-25 degrees) most wine racks have a slight incline they should be fine. The problem starts when the corks dry out then the wine or champagne will become more susceptible to spoilage (vinegar). The next problem is depending on if it was a good wine, the age of it might not have changed anything. Some wines age better than others. If you have been keeping them on an angle, turn the bottles every so often so that any sediment does not stay stagnant.

The way I understand it is you don't need to turn your bottles of wine. The reason why it is done is it is more estecticly pleasing for the bottle not to show the sediment along it's side. When you pour just make sure the sediment portion is at the top of the bottle so it won't get drawn out.

Depends on where you keep your rack. If it is in a dark part of the room, you are safe turning once a week for two to five year old reds.
Just in CASE it is not in a dark place, go MOVE your RACK straight away. If you need help, call a friend for help.
If you have any bottles older than 5 years, take them off the rack and keep them standing strait up.

I turn mine about once a month. It is beneficial as it keep the cork moist because most wine racks aren't angled. One month and they collect dust and I have to wipe them down which is my reminder.
