Unfortunately you need a culture that encourages science and research. Most Jewish winners come from the US and Europe where such a culture exists. Most Muslims live in countries where it does not. I hope the latter changes as not only will it help with development, but also lift the veil of mysticism that hangs over the middle east.

Most Jews live in the Western, industrialized world, where much more scientific research goes on. Also, Jews tend to place heavy emphasis upon academic achievement, and this tends to skew them toward success in science.
Muslim countries, on the other hand, are often dictatorships with heavy restrictions on free inquiry. (Look how many of them still ban books.) That's not a good environment for raising young intellectuals.
There is no conspiracy. It's the same reason why there aren't more Chinese winners--China is still developing, and there will probably be more Chinese winners in the future.
