I you don't have the players yet. Find people of like mind (music wise and personality wise) Put an ad in the music stores bulletin board. Talk to musicians. Music majors at the university. Ad in the paper. hold auditions. Give each person 5 varied songs to learn and see who responsibile enough to do the work. You're only as good as your worst player/singer/songwriter. Decide if you need/want a lead singer / keyboard / female voice/player etc. A lot of area to cover but I hope this helps. (I've been playing for over 30 years and am in 4 bands currently and do a single) Good luck!!
If you have the musicians already. (sorry I plagiarized my own answer)
I
I would find 5 songs that you ALL agree on and learn your parts. If your bass player shows up without his parts learned I can guarantee this will be a problem down the road. Keep in mind your bands strengths. Is it the guitar player, drummer,... Eventually, pick songs that play to your strengths. God knows there's enough songs out there to not pick a song that doesn't fit your band. - vocals too high, guitar hook too hard. If you want to make money go listen to the bands that are successful in your area. Make notes about which kind of songs get the people moving. Develop your own niche. You're only as good as your weakest link both personnel wise and song wise. Don't forget equipment, lights, vehicle, booking, diplomacy (someone wants to sing a song that can't sing), rehearsal area, who shows up to set up AND tear down. Who pays for broken speakers, lights, gas transmission, etc. Keeping track of 1099's (taxes), who deals with the club owner and books the band - how much to charge - contracts - booking agent or do it yourself - women in the band?....another subject altogether. What kind of dress (not literally), stage show, drinking, ............ sorry, I have to go back to my day job. Oh, and by the way, make sure you have fun - no one needs another job. Good luck!!!!

Put up wanted posters in all the music stores ( wanted-individuals interesting in forming a band, call etc..) also find out where there are local jam nights in your area and go to them, network and meet as many musicians as you can. And the first answerer was correct.. drummers, at least good ones, are the hardest to find! Good luck!

Just do it.
Don't worry about the semantics, get your "band" together and start practicing
.
When you are worth listening to, volunteer to play for your friends birthday parties and such. Eventually you can work your way into paying gigs, but until you have a product to sell, you are just worring over issues in the future that you have no control over now.

Put an ad on craigslist for your area. Make sure you mention what style you want to play and what age group you want in your band.
Find a rehearsal place (parent's house if they're cool about it or rent a room).
Start jamming.

It's always hardest to find a drummer. Worry about all of the other instruments later, since they're easier to find. Get thee a drummer first!
