According to the official guidelines of the National Office of the Registry of Skyscrapers, a building must be 45 stories or 500 feet before it is considered a skyscraper.

No wait, wait a minute, what am I talking about? - there's no official guidelines on skyscrapers... just make up whatever you like. A skyscraper is a "tall" building - how high do you think "tall" is, for a building?

its all relative to the biggest building in the town. A farm town would consider 5 stories to be a skyscraper if all others were only 1 story tall.

50 stories (floor levels) comes to mind. I think I heard that when I was a 'kid'. I grew up in a town where the tallest building was 13 stories, and we never called it a "skyscraper". Even today the tallest building in town is 20-some stories, and it isn't a skyscraper.

From what I can tell there is no set height. Seems to have changed as technology changed. The wikipedia article below explains quite a lot about them.
