If you are in HS, yes, it means BF/GF.
Older than that, it means, dating-different people, no commitment-yet.
BF/GF doesn't HAVE to mean anything but hanging out together and not spending personal time with others.
If you have a question about your OWN relationship, and what it means to the other person, ASK that person. If you are afraid to ask, or insecure about where you stand, then you might not be ready for the close nature of BF/GF.
Communication is the foundation of any relationship.
It is supposed to be a time spent to get to know someone before you get busy. Or before you tell them all your diseases and horror stories.
Some people go from "hi" to naked really fast. And THEN they find out the guy is a loser or the girl is too needy, etc.Then they go to the next one, instead of going slow to get to KNOW a person and find out if he/she can be trusted first.

The term "going out" is somewhat ambiguous. Going out doesn't necessarily mean boyfriend girlfriend, but it can lead to it. "Going out" actually means dating. And if two people are dating, and their dates are going well enough, one of them may ask the other one to "make it official," or become girlfriend/boyfriend. And once two people become boyfriend and girlfriend, they may still continue 'going out' with each other, or dating.
There are also some instances where, for example, if a guy likes a girl enough, he'll ask her directly to be his girlfriend by saying, "Will you go out with me?" There's a difference between "going on a date" with someone and "going out" with someone. If you go on a date with a guy, that just means that you agreed to meet him at a specific time/location to do a specified activity. If you keep having dates with him though, and you both really enjoyed the dates and each other, then one of you can ask the other to take the relationship to the next level, which is that of a boyfriend and girlfriend. Now you two would be considered, "going out."
To be honest, it took me a long time to before I could figure this out. Everyone keeps using the terminology wrong and throwing the words around, it's hard to figure out what means what anymore.

It IS a date, but you're not necessarily boyfriend or girlfriend if you continue the relationship afterward. You're just going with the person to have a good time. ^_^

I would say no. even if you are going out and sleeping with each other it doesn't mean you are boyfriend and girlfriend..
to be in a relationship with someone it should be exclusive and involve mutual emotions.

If you are going out with a guy more than once, you are his girlfriend, even in the short-term. So, yes.

Going out can mean - BF and GF
or
It could mean just that.. going out.. out on the town.
Jane told Sally her and Joe are going out.
This means - BF and GF
Jane told Sally her and Joe are going out tonight.
Going out on the town or date.
