I live in CA - where we have very strict laws governing everything it seems.
I am just wondering because this morning I was driving through the area where school is out, and there were people blasting past me at 60 when it's normally a 45 mph limit, and the flashers were on as well. No one was paying attention to them at all...

In the state of Ohio no. School zone flashers are not considered to be a traffic control device and are not the defining factor for a school zone ticket. Children coming to, going from or at recess determine if it is a school zone.
That being said a little common sense and following the traffic flow, or calling your local engineering department to complain about them still being on would be the best solution.
