I don't think its a number as much as it is distribution. A woman that is 165lbs, but healthy and proportionate can be and is usually more attractive than a woman that is 130 and disproportionate.

It's not weight that makes you chubby, it's how much body fat you've got. For a female, above 30% body fat would be overfat, above 35% body fat would be obese.
