It's a great rifle. Based on the venerable 60 action. It has no real flaws of any type. Fine quality, great accuracy, good price etc. Highly respected weapon all around.
The ONE thing the Ruger beats it in is aftermarket addons.
If you only want a great shooting rifle for plinking or small game etc, it's a fine choice you won't regret. If you plan to modify your weapon with replacement stocks etc, you'll want to go for the Ruger.
Addendum to DJ:
Loading ANY of those box mags, to me, is like trying to stick Tic Tacs back into the plastic box one by one. Bit of arthritis in my hands. I much prefer the tubulars, too. I have an old Spee-D-Loader that you simply dump the entire box of bullets into and they all line up in perfect order. Open the magazine, slide the tube down and 15 shots get loaded in two seconds.

Do yourself a favor and spend the few dollars more for the Ruger. The 10-22 is almost a perfect gun in design and flawless function. You can shoot the cheapest or the most expensive ammo you can buy and get great results. The 10 shot rotary magazine is second to no other design in the industry. It's available in Blue or Stainless steel in three different models and is available in .22lr or .22 magnum. It also comes with a free weaver style scope base. As you can see I'm just a little prejudiced towards the Ruger.I have three, and I have converted mine to "target" versions by putting .920 Match grade barrels and various other parts upgrades on all three. These guns are the best buy in the market right out of the box, and will give you a lifetime of service with a little routine care. No I don't sell Ruger for a living but I can't say enough good about them.You CAN'T go wrong with the Ruger over the Marlin....Simple

I have a Marlin 70, which is a predecessor to the 795. It is a great rifle, much more accurate than an out-of-the-box Ruger 10/22. Drawbacks are the small magazine and lack of any add-on "hot rod" accessories, most of which are completely useless ....yet are an entire industry for the 10/22, mostly sold to immature shooters who want an 'assault rifle' look to their .22.
I actually prefer the Marlin 60. You can still find older longer barrel versions used that hold 18 rounds of 22lr and with a little experience and skill, you can load and shoot a tube magazine three times faster than a removable magazine. I have tested this assertion on many occasions with friends and their 10/22s and their 25 round mags. We start with 100 rounds and empty magazines and the Marlin 60 is done with all 100 rounds before the Ruger reaches half way.

It's hard to go wrong with a Ruger 10/22. Considering it will probably be with you for a lifetime I would go with the Ruger.

I cannot fault either one; but personal favorite is the Ruger. I bought one in 1968 and other than cleaning it at the end of gopher season I have never had to do anything to it.

Both are fine for the money, but I just can't get over how ugly they are. My favorite is the old Winchester 63, of which there is now a Brazilian copy that I hear is pretty good.
