There are many things you could do, a good combo I use is a mix of cardio, ie jogging/running/swimming/biking, and weight training with high reps- to build you would use more weight at lower reps, to tone you use lighter weights with more reps and larger sets. Plus you would want to do exercises that use you own body weight as resistence, ie push-ups/pull-ups/sit-ups/tricep drops, etc... Then there is also pilates and yoga- I myself don't find these routines enjoyable, but to each their own. But if you only have twenty minutes to work out weight training would be more benificial to toning then cardio. If you are a member of a gym talk to the trainers, they are there to help.

The best way is to lift weights, but not heavy weights. 2-10lb. weights will do. Walking, believe it or not, helps tone our muscles. You can even use your own body weight to tone up. Push ups and squats are great. You can tone up pretty quick with just 20 minutes a day, and it's not hard work.
