In Çrémad-Bhägavatam (6.1.9-10) Pariksit Mahäräja placed a number of intelligent questions before Sukadeva Gosvämi. One of these questions was: "Why do people undergo atonement if they cannot control their senses?" For instance, a thief may know perfectly well that he may be arrested for his stealing, and he may actually even see a thief arrested by the police, yet he continues to steal. Experience is gathered by hearing and seeing. One who is less intelligent gathers experience by seeing, and one who is more intelligent gathers experience by hearing. When an intelligent person hears from the lawbooks and sästras, or scriptures, that stealing is not good and hears that a thief is punished when arrested, he refrains from theft. A less intelligent person may first have to be arrested and punished for stealing to learn to stop stealing. However, a rascal, a foolish man, may have the experience of both hearing and seeing and may even be punished, but still he continues to steal. Even if such a person atones and is punished by the government, he will again commit theft as soon as he comes out of jail.

There's a part within us that we call conscience that makes us guilty and a part that keeps our memories such as physical habits, mental habits and emotional habits. if we are not aware, it is the one that controls our actions. In esoteric studies you have "to know yourself" before you can make some changes or control. Most people are controlled by the subconscious mind meaning we live our lives unconsciously or we are sleepwalking.

One thing we cannot know is the agenda of the soul. Why a person would do certain things which we call sinful is actually not sinful to the spirit. In the world of the spirit there is no such thing as right or wrong, there is only experience. It is we who are here who labels every experience as right or wrong, sin or not sin.
In the bible, when the prodigal son asked for his inheritance, God readily gave it to him. And God didn't gave him any instruction on what to experience on earth. The prodigal spent his life on what we call sinful activities but in the end, he returned to God.
Do you think he would returned to God if he had not experience those what we call sinful activities? We are here to experience all of life. And we are here to experience who we are not in order to know who we are really! And who we really are is God clothed in human form.

Who determines good and evil? Society. Society deems what is acceptable. Is a starving mother of 2 children unjustified in stealing a loaf of bread from a wealthy business owner?

The sinful nature encourages us to do what FEELS right, not what IS right. Like eating candy. Great taste but not very good for the body. If you eat vegetables all your life, though, you start to love the taste. That's like living righteously. It's hard to do at first, but the more you try, the easier it gets, the more you are blessed.

Several people though they knew what they are doing is wrong and against law but still they do it because they get a kick in it. They think that they will escape and can not be caught. Overconfidence makes them to do such things.
