The needed software comes with the scanner (in pretty much ever case).
They are just image files, so you can save them to disc.
You don't need anything other then your disc burner, a blank disc, and your usual burning software.
You can edit the images, including adding captions, using most graphics software. GNU Image Manipulation Program and Paint.NET are decent free solutions.

First Get out and Buy a Scanner.
Set up your Scanner with the necessary software that came with it.
Start scanning photos..... the scanning software is included with the scanner.
Edit or save to Disc to do this insert a blank disk , a window will appear , open your pictures and copy them , on the CD window paste them when done choose write files to Disc.

To scan in the picture, you will need a piece of hardware called a "scanner". Usually has a glass on which you place the picture, it runs a light under the picture, and then it shows up on your computer. Many printers include a scan feature.
The software needed to run the scanner will come with the scanner itself.
Most scanners will also include a graphic editor, which will allow you to open the picture adjust it as need (enlarge, shrink, crop, etc). It will normally have a "text" feature that will allow you to add captions to the pictures.
Once you have the pictures done, collect them all into one folder, and then use your CD burning software to create a data disk, and select the pictures to be the "data" added to the CD. You should not need any other software to burn the pictures onto a CD.
