If you are young it sucks back in. If you are older it hangs like baggage and looks awful.

Skin has a natural elasticity that reduces as we age. If you are young there is still a limit to how much weight you may lose without having bulges of skin. Provided you are in good healthy and have not lost weight too quickly, you should have minimal wrinkles and your skin should tighten up.
If you are extremely fortunate you will barely notice flaps of skin, if you are unlucky you will have unsightly folds that take a long time to resolve or do not go away.
There are surgical procedures to remove excess skin that occurs when people lose a lot of weight, but these should not be considered lightly. All surgery has risks.
In short, the skin tightens up and does not go anywhere.

It will hang loose.
Eat only when hungry and not more than thrice a day. Nothing other than water in between. Include plenty of uncooked vegetables and fruits in each meal, preferably 50%. Chew each morsel at least 32 times to activate ur body to generate signals of hunger/fullness. Obey these signals.
Take light exercises and brisk walks regularly preferably twice a day.
U will achieve what u have not even dreamt and that too in a reasonable time. Do not be in a hurry.

If you are young, the skin is very elastic, it stretches and retracts like spandex. Unfortunatelly, the more weight you gain and the more you stretch the skin, the less likely it is that it will maintain its elasticity, then the skin will just hang on those that gained too much and then lost it again.
