if you buy a new nicad battery, then you should condition it first, that is charge it fully, then discharge it fully, do this cycle at least three times, you will maximize the battery life in doing this procedure. you can then charge it whenever you feel charging but if you always use it, you may at least always discharge it fully, before charging it fully. this procedure is not applicable to ni-mh or ni ion batteries , coz' they don't have what they called memories.

No.

Most rechargeable drills use
Nickel-Cadmium cells,
so they actually last longer if you run
them down before you store them
