I'm 5 foot and 100 pounds, my arms have always been alittle bigger than everyone elses, it especially looks biger because of how short I am, I'm going to try to tone my triceps and see if that helps, my measurement around my arm is alittle over 10 1/2 inches( not flexed) ans 11 1/2 felxed.Toning then won't make them bigger right? if not what is a good measurment ( goal) to set for myself?

Toning shouldn't make them bigger, just sexier as they will be more defined. It sounds like you are already thin, so I don't think your arms are to big at just 11 inches around. If you look around, you'll notice most adult women have 15-20 inch arms...mostly because of the high # of overweight people in the USA.
To make your arms look smaller you actually could do more chest/back/shoulder training, all of which can be done with a dumbbell.
Anyway, if your arms are your biggest concern about your body then I guess you are pretty happy with your appearance overall.
