I think you probably misheard the words. It probably should be "sugar coat", as in "he made a bad situation sound better by sugar coating the description of what was happening". It means to make something that is bad sound better than it really is. I've never ever heard the expression "sugar goat".

"Sugar" is what we call an endearment, which is a name you give to someone to show affection, fondness etc (It's similar to a pet name). Some other examples include: babe, darling, honey, sweetheart... "Get so fly" is a slang term, which either means "be so cool" or "be so attractive." In this context, I'd say it's the latter. So, basically the question is: "Suga suga, how are you so gorgeous/ hot?" I hope I was of help to you =)
