People do not involve themselves enough in the government at the local and state level.
Form a committee and publish pamphlets pointing out that improperly maintained roads create unsafe driving conditions, increase maintenance costs in the long run, and adds up to more costs for the motorist in the from of front end and suspension work. Get some volunteers to hand out the pamphlets as well as post them on community bulletin boards.
Your pamphlet should also encourage people to contact their local officials and ask what they plan to do about improperly maintained town roads, contact their state officials and ask what they plan to do about improperly maintained state roads, and write letters to the local newspaper about the problem in general.
If there is a local radio station with a talkback program, call them and start a discussion on the issue.
Find a particularly bad road that is used often then stand with other volunteers at each end with signs that demand the road be repaired. You don't want to block the road; regardless of the fact it is illegal you'll only end up angering most of the motorists you've blocked until the police show up. You want the motorists for your cause, not against it.
Get the word out and demand action!

I am very sorry to say that, the B.M.C. department is not at all efficient, in the case of bad roads. Every year they make new roads and then after some months some other department realises that they have some work remaining there. So, they dig up the road and leave it as it is, which is very bad.
The only way to stop this is to nationalise all the telecommunication companies, gas companies, and many more, so that there will not be multiple digging at one spot.

I dont think its right to close the roads etc. it will increase difficulties of people & not of govt. Govt is not any person it is us only. Now a day media is so stronger we can have watch over works & point out discripancies of the work easily.
But firstly i think proper way of constructing roads should be adopted.except making concrete road etc , if proper drainage arrangment viz gutters, slopes, camber is provided, there will b hardly any damage to roads in our climatic conditions. and off course we should also try to obey our duties viz not to throw garbages in drains, choking , constructing in nallas etc.
I think if some of above happens, there will not any place to blaim the Govt ie us. So that nobody who staying for few days/years here dares to say that we wont love / bother @our Country

The answers before mine stated that the public should do something about the matter themselves.
First off, I, having lived in India for three years, know for sure that Indians will NOT work to improve their country. If anyone tries, they pull them down. It's just the Indian mentality. They only way the roads can be improved if we're lucky and a good and considerate minister who is not corrupt takes the position and works to improve it. Until then, nothing happens.

Any repair, relaying and laying of any road should be publicly announced through advertisements in papers and televisions, radio etc., In the Annual Budget , a percentage of any/all tax(es) should be allocated to road building, so that people will know that they are contributing towards the expenditure. Technical details of road laying should also be made known to the public.

u know if possible bring all the govt . peoples who r responsible for bad roads with their relatives and family pack them in any public transport and keep driving for 4hrs on the roads then they will know how much difficulty is faced by common peoples ? then might they do something

WHO IS GOVT. IT IS WE ND HENCE IT IS OUR RESPONSIILITY ALSO TO SAFE GUARD THE ROADS. WHEN A SMALL PIT IS THERE ON THE ROAD, IF IT IS FILLED WITH CHIPS, SAND AND SOIL, IT NEVER EXPANDS BUT WHAT WE DO IS USE IT WITH OUT CARING. SO IT EXPANDS AND ULTIMATELY TROUBLE US AND CREATE PROBLEMS. INSTEAD OF WAITING FOR THE GOVERNMENT TO DOSUCH THINGS, IF THE PROPLE OF THE LOCALITY FORM IN TO A GROUP AND ATTEND TO SUCH SMALL PROBLEMS, NINETY PERCENT CAN BE PREVENTED.
