The bumps sound like they are boils and when they spread they are called carbuncles. It's caused by a staph infection. It happens when the immune system is suppressed. I don't know what medication he is on for arthritis, but some arthritis medications suppress the immune system and can make a person more prone to infections. I think a doctor may treat the boils with an antibiotic cream and possibly something else, I don't know for certain. You may want to take him to a clinic that is open today so he can be treated. You can also look up boils and carbuncles on the internet to see what you can find that may help.

It could be Shingles. Is he experiencing any pain in that region where the bumps are?? If was a reaction to any of his meds, the bumps wouldn't be localized to just one area of the body.Does he have a fever, chills or sweats?? He should see his Doc or at least get a referral ( if required) to see a Dermatologist ( Skin specialist).I hope that this helps.
