It can be one of several things, I don't know which you have encountered. It can be a virus definition file, in case of which you should consult your virus scanner documentation, or it can be a Virtual Dub plugin (in which case the installation instructions should come with it, or with Virtual Dub). It can also be one of the other more obscure types.
