I am from the Netherlands, and while our countries are alike, they are not the same, so I can only give you general advise.
We have less residence halls in Europe than you have in the USA, so it is likely there are non in Brussels.
But Brussels is a truly international city with many foreign companies and European institutes.
These will need to house their short-term employees and trainees somewhere. So there is bound to be some place for you to stay.
Ask the company or institute you are going to train with, most have someone who can help you with that kind of question. If they can not, contact the tourist information office, they should know where to send you for long-term stay.
If all else fails, look at the hostels in and around Brussels for the first few weeks and move into a room of your own when you can hunt them out locally, ask the hostels before coming, as they often have people working there who are in the same situation as you are.

Yes we have them for about 30 euro a day almost in the center of Brussels. Look on the internet or call the Belgium tourist office in NY 212 758 8130.
