School bus doors are pushed closed gently from the outside after breaking the hold open position of the handle.
If the door is to be locked, then normally the driver latches it and exits by the back door which has a key lock in these situations.
Commercial bus doors are closed by a lever or button inside the window beside the driver.

What i saw from the buses here in New York is that they have locks on the outside where they insert a key and it closes from the outside.
I saw it when the bus driver came to his last stop and sat outside for a break

The driver does. They go through the driver's window to operate the closing mechanism (closing the window afterwards) and lock the door from the outside.

The first 2 answers are correct, depending upon the type of bus. (public or commercial) You need look no further for the answer to your question. I hope your question wasn't asked with the intent of absconding with one. They are difficult to drive without proper training. (not to mention highly visible, while some are GPS capable for tracking purposes)
