I wanna teach him to speak. So I think I need a wave file(with the sound of a bark)for the computer followed by myself giving him the command right ? Do you guys have any ideas? The dogs a three year old Border collie.

yah the age boundary is not an isue. I just taught his Mom (8 or 9 years) to roll over within the past week !
Shocked the heck out of me; guess you can teach an old dog new tricks.

Yes, saying Speak and treating your dog will teach the dog to speak on command ... also, then work on the "enough or stop" command (reinforce with treats and "good boy/girls"). Dogs, at any age can learn new tricks with the right training. POSITIVE reinforcement is the BEST way. (aka: treats, love, praise) It takes consistancy and time, but I think you can do it. My husband and I have a 10 month old cocker spaniel and we were told shes too young to learn commands yet ... but shes a smart cookie and she knows sit, stay, enough, and "go potty" ... yea, she pees on command ... which is great for the early morning routine. ALWAYS end your training on a positive note with a "trick" your dog knows well so he/ she can feel good about learning ... and stick to one thing at a time, so the doggy doesn't get confused. You can look into "clicker training" but treats and praise are along those same lines ... the clicker just replaces the "treat" after awhile, so dogs don't eat too much.

The dog should naturally bark on it's own, so when you hear her/him bark say the "speak" command right after wards and reward the dog. Because she is 3 this may take some time but eventually she will put the command and the barking together. Keep practicing and rewarding she for the desired behavior and after a few weeks try to get her to bark when you give the "speak" command if she barks remember to reward her behavior. Rewards can be small treats, good girl/boy or a lot of petting, something that she is fond of.
Listening to other dogs barking may not work at all because dogs don't always interpret things the way we do. I have one dog who will bark at and try to play with a dog on TV when she sees or hears other dogs TV and I have another dog who could care a less. He never responds to TV or radio sounds of other dogs or animals.
If you can never get she to speak that's ok, some dog just don't bark a lot or at all.

I am afraid a 3 year old is now too old to be able to learn this new trick. It would have possible if you had started a long time ago but you would also have had to learn a unique dialect to communicate with him. Border collies are really quite intelligent dogs and need a lot of entertainment to be happy. They can be very loyal too. If you do succeed to get your next dog to speak, e.mail me and I will send my labrador round to have a chat with your puppy. My dog will make sure your pup doesnt abuse his new skill.
And another thing, you will need to be 100% correct on your spelling as Border Collies especially react best to consistency in commands.

Edit: Hey people, Ben asked how to get his dog to speak not how to get his dog to bark! Getting a dog to bark on a "speak" command is a bit basic and doesnt answer Ben's question. As for teaching his Mom to roll over, what ever next ;)

Your dog is NOT too old to learn!
And you do NOT need a computer!
When your dog barks, tell him to 'SPEAK!' and give him a reward. He will catch on quick! The trick will be getting him NOT to speak!

Put the rubbish can into a cupboard underneath the sink. I have heard a median tale approximately a chawawa puppy gettign right into a rubbish can and trown away into the rubbish shoot accidentaly. It in no way got here close the trash can once more. I do not advise you do it, however inform your puppy this tale, he'll be taught to not do it.
