I know of a person from another country whose actions in the U.S. warrant being on this list or a canidate at very least.

A person with a similar name with that of a terrorist will likely be intercepted in the airport upon check-in. However, if no other match with other data such as birthdate, nationality and others, the person will be allowed to take his flight.

A person can be put on the list by the FBI, CIA, CDC, and Homeland Security. If you have information or concerns, I'm sure they'll be glad to hear them.
