Army time in fact is used by many country, like countries in South East Asia, which follow 24-hour a day, instead of two 12 hours a day like US.
It is simple to convert
a day is 24 hours
23.57 army time means 3 minutes before the end of day

The quickest way for a beginner is to subtract two...so if you were looking at say, 17:45...hold up seven fingers and subract two...valia'...5:45. 22:00...subtract 2 from 12 and it's 10:00...15:30...subtract two from five and it's 3:30.
