I think that both things happen. That is why I do not like praying for patience. These days I try to work on being patient. I try to find opportunities myself to exercise my patience. I have prayed too often and found myself with opportunities that I didn't want.
Good question.

Unfortunately for us impatient types, God offers us opportunities to become patient.
Patience is not a "wish" or a temporary agreement. It is a virtue that is one of the 9 "Fruits of the Spirit. It must be learned, so God brings us events or circumstances that require us to build patience and understanding.
I know, I know! Why doesn't He just change us and get it over with? Accepting the gift of patience that way wouldn't make us very patient, just whiny. Two pastors have told me that God brings it to us the hard way, by learning.(Eyeroll by me)
So, that is how we grow...by God pruning us and making us stronger to withstand the adverse situations to our requests. If we wanted to be thinner, we would have to exercise more. That is the one thing that we probably don't already do, which is how we became overweight. So, we have to work harder at the thing that we DON'T do often, so as to get where we want to be.
Life is kind of crazy, isn't it?

God gives you the opportunity to be patient: to exercise the grace of patience that is infused into you with sanctifying grace.
If you pray for humility ......hmmmm get ready for a tough ride.

God is not just there to wait on you hand and foot. If it is in line with his will.... your prayer may be granted.
Patience, while it can be a gift, is usually a honed and polished skill or attitude.
In a way.. you have to be patient for God to answer your prayer.
----
If you are patient, the holy spirit that dwells in you will be pure and will not be overshadowed by another, evil spirit; but dwelling in a broad place it will rejoice and be glad with the vessel it inhabits.
But if any restlessness or hot temperedness should enter in, immediately the holy spirit, which is sensitive feels cramped; and not having a pure place it seeks to leave.
For the Lord dwells in patience, but the devil in irascibility.
-----
And by that time.... well... you will have been patient.
