No, you need to remove the smell from the plywood first.

you can but it will seal that urine oder inside the wood and you may still smell it. Lay the plywood outside on a hot dunny day free of rain, and use some cleaner like strong lemon, such as Mr. Clean, or Sp ic and Span (orange scent) use it full strength and wast it with a push broom, then rinse off and let it fully air and sun bake/dry. Then use the Kilz. My husband does home improvement work, that's how I know.

Spray it with a product called "Anti Icky Poo" which will remove the urine smell. Then proceed as you wish.
