At that age, mosquitos also loved my son...and the bites swelled up a lot on him too (some would be the size of a silver dollar, red and swollen)...most would shrink within a day or so.
One thing that worked for him was saltwater...I took him to the beach a few times when he had major bites on his legs and after an hour of wading, the swelling would be gone...a cool saltwater bath might help your son too. It did sting at first but once he adjusted, my son started saying how much the water helped his legs.
The doctor told me to use benadryl cream for the bites if they itched, but he hated it because of the initial stinging sensation of the cream on the bite. ...so I reverted to the old home remedy of clear nail polish for everything except his face (I've used it on my face but didn't want to take chances with him). Putting a coat of clear nail polish over the entry point of a mosquito stops the itching (and stops the involuntary scratching that can cause infections)!
...and start making a habit of using bug spray on your son whenever you go outside during mosquito season...look for something made for kids (I had some great Off wipes that were great)...put it on his hair and clothing too in addition to all exposed skin (avoiding eyes and mouth of course). I also found some wrist bands and other unique repellents I could put in the bottom of his stroller when he was younger, and I had a ton of mosquito coils/candles/etc... to use on the tables.

You need to keep him away from the mosquitoes. These days there is a risk of serious disease from mosquito bites.
For a home remedy you could try making a thick paste of baking soda and water.
Take a look at this website for a discussion of insect repellents for young children.

you can buy bug jackets that is a mesh netting that covers the upper part of your body and you can get the whole suit. I am not sure as to how old one can wear these clothing but another thing check with your doctor to see what kind of spray that will be safe to use on a child of this age. If he has diabetes that is one thing that attracts sketers to the skin as the body sends out a sweet sent and attracts sketers to the body. I know all about that with being diabetic. Now don't jump to conclusions about diabetes in your child as chances are he isn't but I would really check with the doctor or a pharmacist about the type of spray to use and how to apply it.

I know of two, but one may not be good for his face, may get in his eyes(vineagar)..the other is to make apaste out of baking soda, takes itch out I have heard that a dab of toothepaste, not gel kind works, haven't tried that yet. For baby, I would just get over the counter remedy, sure to work and safe.
