One option (with logical consequences) is to ask the 15 year old to explain it. But then you'll have to cope with whatever that turns out to be!
Ponder what works for you. Most advice I've encountered is to acknowledge that it feels good, but that children should only touch themselves like that when they have privacy. If nothing else, that is a conversation to have with the teen!
The 6 year old may also have some additional pondering about why his package isn't as big as big brothers, and wonder if something is wrong with him. Just a good opportunity to point out the things that change as we get older.
But you could also start some great family joke. Stumped as to ideas right now, but you could have the teen taking heat for this for generations!

Maybe tell him that it is something that will happen to him when he gets a little older, but for know, he should leave his penis alone?
As for the 15 year old, tell him to keep his private business PRIVATE!! Let him know that it is natural, but should be done alone, behind a locked door.
Maybe this will help. I don't have boys, and have never had to deal with this personally, but I grew up with 4 brothers, 2 older and 2 younger.

I checked all your questions out and I think you are trying to have some fun on here. Please don't waste our time and go prank call someone! And honestly didn't you know how to make your penis stand up by the time you were 6?? I thought boys were born knowing how to do that. Please save our time for some real questions!

well masturbation is natural...so tell both of them that it is natrual to do that and they should not be ashamed of it and of it feeling good..and i know your thinkin your 6 year old doesnt know it feels good believe me he does....
and also tell them that if they are going to do that they do it in private and not in public...then reiterate that with the 15 year old and talk to the 6 year old about only him touching his body and no one else
