No. This is very much what Hollywood calls "inspired by" a true story. It means the writer heard of this guy and made the rest up. The same guy is the basis of Psycho and Silence of the Lambs. How similar are the 3 movies??

So, he wore human skin, but he didn't kill to get the skin. He killed a couple of people that we know about, but no chain saws, and not in Texas.

No, the story itself isn't real, it didn't actually happen. The director simply got the idea from hearing about a serial killer named Ed Gein and then he created a totally FICTIONAL story of his own.
As the guy below mentioned, Psycho was also inspired by a true story. In fact, both Texas Chainsaw Massacre and Psycho were inspired by the same guy (Ed Gein). Ed Gein is also the name of a hardcore band.

Yes, The real Ed Gein did wear a human's scalp and face. The real Ed Gein did this however, to help quell his desire to be a woman, not because of a skin disease as with Leatherface in the film. Also included in his uniform, Ed Gein wore a vest of skin complete with breasts and female genitalia strapped above his own. -carpenoctem.tv
