when ever i press the up button or down button to change the channel, the tv just kind of turns black for 1 second then stays on the same channel. i just got the TV, its also haier. the batteries are brand new! do i have to program it? the manual doesn't say anything either.

if the remote came with the tv then it doesn't need programming for the tv. If it didn't come with the tv then it sounds like programming is in order.

I once had a tv that was not programmed and the only channel it would go to was #1. try to auto-program the tv again then try the remote.
by the way, what is "haier"?
