My grandma went away for 2 weeks and i am watching her toy poodle randy. She shaved randy for the summer time, and i noticed he is very skinny. he is about 8 or 9 years old, but i have heard that small dogs can live more than 15 years. sometimes randy doesn't eat or drink, but his nose is wet and he seems ok. he only gets active when i take him to go to the bathroom. he gets extremely depressed when you leave him alone so that is why i had to take care of him in the first place. he loves being pet, in fact, if you stop petting him he throws a little fit and shoves his nose under your hand and paws your arm. but he hardly ever eats, and i have gotten him some special poodle food and he really likes it. but he doesn't eat a lot at all. i can feel every bone in his body. he was like this when he came over to my house. are small dogs supposed to look like this?

Most little dogs tend to be on the skinny side, and it really isn't unhealthy at all for a dog to be a little underweight. My dog had knee surgery and we have to keep her slightly underweight to avoid undue stress to the knee and she is totally healthy and fine.
He will eat when he is hungry and unless he is displaying other issues like vomiting, diarrhea, or pale gums, don't worry about it.

It is very individual. Some dogs are just vey picky eaters... which is what I would guess is what is going on with this dog., No matter the breed. I've had poodles that were picky eaters and others that pigged out. I 've had Chihuahua's who wer very picky and others that pigged out big time.

He likes to be be made to feel special by you petting him. Lots of dogs are like that. Not unusual.

I just depends on the dog....

No toy poodles are normally not skinny.
Sounds to me like he is food spoiled.
Try cooking a little chicken with rice and cut in a some canned
beans or add a little peas and carrots. He should like that and eat it well.

One of my poodle x's is like that, she doesn't want to eat if there is any chance that not eating might score her a pat or attention.

She will eat very happily if you feed her out of your hand though.

Just as a point of reference for you, my two eat 2 cups of dry food between them each day.

He may be upset that his 'momma' is gone. Some dogs throw a little hissy when left behind during vacations. If he become lethargic you may have to bring him to the vet.
