Start with flavors that you like. Simple recipes that take a half an hour or less will be fun and keep your interest. As you learn how to combine flavors, you can start modifying recipes to fit your tastes ("oh, that has honey in it, I bet some dill would compliment that flavor!"). Once you begin modifying, you are ready to begin creating your own recipes!
When I started cooking, I was all about exact measurements and following recipes to the letter. That is definitely the best way to learn because it helps you figure out what all those terms (braising, broiling, sauteeing, etc.) really mean and how things combine to taste. Once you have those basics down, cooking is a snap. I can go into the kitchen and throw together a meal based on what is in my fridge because I have experimented so much!
Don't forget to have a good time and enjoy yourself. (I like to have a couple of glasses of wine or a cold beer while I am puttering around in the kitchen.) If you aren't doing having fun the mundane things (chopping, mincing, dicing) are going to be exactly that!

Learn the major cooking terms
Have all the necessary items BEFORE you start a recipe
Buy a good cookbook, and read it like a novel....cover to cover
Learn the basics before you try anything fancy
Be patient!

well, like i answered another dude with almost the likes of ur questoion. go and ask mom to cook u u'r favorite dish help out whan mom's prepareing and watch her and take notes. than go get u'r self a cook book on the very dish u'd asked mom to cook and try it for u'r self and be creative. and than go for the hard core stuff. this way it's easy to not get discouraged and build u'r interest in cooking.

get a good set of utensils, meausuring cups and good set of mixing bowls.
get a few easy to follow cookbooks. campbells or a few ingredient kind. check out your local library for cook books
get recipe or note cards to write out and save your favorites.
start simple and work up the complexity of the recipes you make.

pasta is very easy to cook
try getting random stuff and throwing them together to make a meal til you get used to cooking
cook with your parents or friends
