They can be given to the dentist who will take over the place.if you don't want to stay with the new dentist and want to look for a new one, you can request to own them and they need to give them to you, but you can only request for the ones that belong to you, not anyone elses documents.

Either the dentist who took over the practice of the retired dentist, or the retired dentist should have your records. You may need to track the retired dentist down to his home, but he he should have keep the records if he closed up his shop without passing them on to another dentist. I am surprised you didn't get a letter of some kind detailing where your records are.

Usually the dentist that has retired, sold his/her practice which does include their patients.

They never matter, you have to have an updated xray file every year, anyway. (it tells everything)
