do you have a "color me mine" nearby? They can do parties, each girl gets to pick out a piece of pottery to paint and personalize. Its fun, and you have a nice souveneer to remember the event by.

If a water park is expensive (probably), get a hotel room in a hotel with a huge pool, and have all the kids come there! Most hotels are ok with it if they know in advance, and some will even let you use their little meeting rooms for cake and all that!

That is going to be hard to budget this time of year unless you have planned earlier like last year. Especially if you are planning for a small group of her friends (whom probably mean the world to her) I was going to suggest maybe a huge street water balloon fight and nobody is spared not even Grandma and a barbecue that way they can have fun and eat and you don't have to spend that much

you can have it in a park or your house (if its big enough) and create a theme and/or games and activities, like 3 legged race, tug of war, mummyt (first person to use up there toiletpaper roll with the best looking mummy wins!) etc. use your imagination! ex.-cooking party, costume party, water games party (water guns, balloons, slip n'slides, etc. you can play water gun tag or balloon throwing - 2 partners toss a water baloon back and forth and after each throw take a step back, whosever balloon lasts longests wins.., bobbing for apples,) you can all go to the movie theatre, bowling alley, roller rink, zoo/aquarium..etc

We have in our area a place that has inground trampolines and all sorts of gymnastic equipment. I hosted a party there for younger ones and it was a blast for all. The adults eventually got in on the fun as well, you can't resist.
