Honestly, it would depend on the artist/shop IMO. I had a tattoo done and days later, I wanted to get a little darker shading and add another color. I went back to the place I got the tattoo from and spoke to the same person. He did the work and that was it. I was JUST in there, so there was no need for him to charge me as a totally new client.
He informed me that people change their mind as soon as they hit the door. LOL...

Most of us have minimums. It all depends on the circumstances but considering what the set up is in our studio, we lose a fair amount on free work by the time we are through with all our disposables including cord covers, barrier film, plastic aprons, nitrile gloves (we are a latex free studio) disposable tubes, etc., lap cloths, table cover, etc.

Yes you will be charged. I had one done and had everything put on then after I realized I left without one date I went back. Wanted another 50 for 6 numbers and 2 dashes.

you're probably going to be paying...each time the artist works on you that's the cost of the at least one new needle they have to pay for, plus sterilization of the barrel, the ink, their time (the most valuable), and whatever else they provide!!!
