if I install Vista on two partitions on the same computer will it count as just being activated on one compute

Vista allows you to install/activate it on two computers (well one, and then on another later if you upgrade or get a newone or something.. license transfer and whatnot)

If I install/activate it on two partitions will that just count as one computer?

no it will count as 2 computer. it is every hard drive needs to be activated, not every computer.

you're allowed a backup installation as long as you have the retail version not the oem.
