I would recommend using the Amtrak central coast Pacific Surfliner train which travels from LA Union Station to San Luis Obispo and then offers a thruway bus connection from the continuation up to Monterrey. Avoid Greyhound as the service is really poor right now. Good Luck!

You could take Greyhound, but that tends to be a bit on the dangerous side if you have to go to downtown LA.
For $77, you can take the Amtrak Coast Starlight from Union Station to Salinas, then an Amtrak bus to Monterey. It's MUCH nicer than taking the Central Valley route. Some of the ocean views are spectacular. It leaves 10:15 from LA, and takes 9 hours. Round trip cost slightly more, so be sure to book the return trip when you book the trip up there.
(The San Joaqun route is only $56, takes longer, and the views are nothing special)
Good luck!

Let's see, your options are pretty limited: Drive. Take the train to Salinas, then the bus to Monterey. Take a plane to San Jose, then a bus to Monterey. Take a long, stinky, bus ride to Monterey. Yep, that's about it, since walking is not an option, and neither is renting a car. I would take the train to Salinas, then the bus to Monterey. Or just drive and take it slow, maybe over two days.

There is the Amtrak but it will take quite a few hours to get there that way and it stops in Salinas, not Monterey. The bus would be cheap but also would be very slow.
Renting a car is probably the best bet.

My experience is - the shorter the flight, the higher the cost. From VA I can go to Vegas for less than I can go to Albany NY. In fact, one time I bought my daughter a round trip ticket from NY to VA even though she was only going one way, because it was cheaper to buy the round trip ticket. And they wonder why we are upset with the airlines.
Can't really answer your question since I know nothing about that area, but felt like venting anyway.
Hitchhiking is cheap.
Share a ride with someone else going that way at the same time.
Anyway, good luck. Hope your friend gets there

Driving up Hwy. 101 is the best way to go, but if he takes the train from Union Station, that works as well. I'd recommend the drive, 101 N is beautiful.

Amtrak goes to Salinas, where he can catch a bus.
Greyhound also goes to Salinas, with a connecting bus to Monterey.

Tell your L.A. pal to take Sunset Blvd. west until his hat floats, then start swimming north. When you see him stroking by the end of the Monterey pier, toss him a line and pull.
