I was told that after 6 months I can shop around for a new insurance carrier and would then be considered a customer with continuous, aka un-lapsed, insurance on the vehicle. The dealer had a sort of insurance, and it was brand new 0 miles, why does it not qualify for that discount right away? Continuous since day 1. Am I getting screwed? I wouldn't mind fighting for the discount, as I estimate a savings of $400 a year.

Because the day before you bought the bike you did not have insurance, so you have not had continuous (or continuing) coverage.

Wow...I pay less than a third of that 400 for a year of full coverage. Try www.bike-line.com and get a quote.
