If the mother is caring for them properly and nothing is wrong then I would let them be and watch them from afar. Your presence could agitate the mother. I would only interfere if the mother stopped caring for the young, and even then I would contact a bird rescue group.
The whole touching the baby's and the mother abandoning due to smelling your scent is a myth. It seems this myth is passed on to kids to prevent them from meddling with baby birds, but it is a myth. Plenty of wild baby birds are handled by humans (wildlife biologists) for the purpose of banding them for tracking purposes.
However, I would let them be anyway as to not agitate the mother with your presence.

I wouldn't touch them. Pigeons, even though they may seem calm, are usually very protective. If you touch a baby pigeon, the mother bird may kill/neglect it since it has a different smell on it. The mother pigeon with probably peck you if you try to touch her.....
I;m not sure if this is for pigeons also, but this also is for other types of birds. Be careful, try not to disurb the nest. =]

If they are with their mom and she comes to feed them, leave them alone. You may just put something in the form of a nest for the pigeons to sit in.

No!!! If you mess with them the pigeon mother with peck at you very hard. but if you do and she doesn't know she wont abandon her babies because that's just a mith because birds don't have very good smell and they don't know the difference between a humans scent and a birds scent but its still not good to mess with them.
