Who issues the tax return cheques ? What Bank ?

is it the Federal Reserve Bank or which one ??

They're issued directly by the Department of the Treasury. For that reason, any US Government check is often referred to as a "Treasury Check."

no bank issues the check your govt. issues these checks. They are printed by the IRS.
